أطلق الحزب الاشتراكي اليمني اليوم مبادرة لمعالجة مظاهر الازمة الراهنة واستعادة العملية السياسية.

وتهدف المبادرة إلى إيقاف الحرب على الجنوب والضربات الجوية والعمليات العسكرية لعاصفة الحزم ومنع انهيار الدولة والاقتصاد والحيلولة دون تفكك المجتمع اليمني.

واحتوت عناصر المبادرة على جملة من الاليات والاجراءات المزمنة، على أن تلتزم الاطراف السياسية والمكونات السياسية بها تحت اشرف المجتمعين الدولي والاقليمي.

ودعا الحزب الاشتراكي اليمني كل الأطراف السياسية والقوى الاجتماعية والوطنية الى النهوض بمسؤوليتها الوطنية، والتفاعل الايجابي مع مشروع التسوية السياسية لإيجاد معالجات وطنية شاملة لمظاهر الأزمة الراهنة، التي لن تجد طريقها الى الحل العادل والدائم الا على طاولة الحوار.

في ما يلي نص المبادرة:

مبادرة الحزب الاشتراكي اليمني لمعالجة مظاهر الأزمة الراهنة وإستعادة العملية السياسية

             استشعارا من الحزب الاشتراكي اليمني بمسؤوليته الوطنية إزاء المخاطر الكارثية المحدقة بحاضر ومستقبل الشعب والوطن ، يأتي مشروع هذه التسوية السياسية  في سياق الحوارات الوطنية الجارية اليوم ، لمعالجة مظاهر الأزمة المستجدة والمتفاقمة في سياقاتها العنيفة التدميرية (الداخلية والخارجية) , ودرء المخاطر الكارثية المنذرة بها ، وفقا للأهداف التالية :-

الأهداف:

1.الايقاف الفوري للحرب على الجنوب، وسحب القوات العسكرية والأمنية والمليشيات واللجان الشعبية المسلحة فورا من مدينة عدن ومختلف مناطق الصراع والاقتتال ، وإيقاف الضربات الجوية والعمليات العسكرية لـ (عاصفة الحزم) فورا ، ومعالجة تداعياتها وضحاياها، وتطبيع الأوضاع العسكرية والأمنية في البلاد.

2.العودة للحوار الوطني الهادف الى إنجاز تسوية سياسية مستديمة تجدد الثقة بالمشروعية السياسية التوافقية للشراكة في أجهزة السلطة المعنية بتنفيذ مهام المرحلة الانتقالية وفقا للمبادرة الخليجية وآلياتها التنفيذية ومخرجات الحوار الوطني ، واتفاق السلم والشراكة الوطنية ، وقرارات المجتمع الدولي ذات الصلة .

3.منع انهيار الدولة وتحويل اليمن إلى ساحة للفوضى والتمزق والإرهاب والحروب   الأهلية أو مسرح لتصفية حسابات إقليمية ودولية.

4.الحيلولة دون تفكك المجتمع اليمني ، وانزلاقه الى صراعات وانقسامات اجتماعية على أسس مذهبية أو مناطقية أو جهوية.

5.ضمان عدم العودة إلى منظومة الفساد والاستبداد مجددا.

6.العمل الجاد والعاجل على منع الانهيار الاقتصادي, وتجنب العزلة الاقليمية والدولية ، وإعادة بناء العلاقات والصلات الثنائية والجمعية المتكافئة والمتوازنة مع الآخرين ، ليغدو اليمن جزءا إيجابيا فاعلا في محيطه الاقليمي والدولي .

الآليات :

1)تحت اشراف ممثلي المجتمع الدولي (الأمم المتحدة ومجلس الأمن الدولي) والمجتمع الاقليمي (مجلس التعاون الخليجي, الجامعة العربية) تتولى لجنة عسكرية أمنية (عربية/ يمنية) مشتركة مشكلة من دول عربية وشخصيات وطنية محايدة للإشراف على التنفيذ الفعلي لوقف الحرب والعمليات العسكرية, وإجراءات سحب الأسلحة من المليشيات واللجان الشعبية المسلحة, واتخاذ كافة الاجراءات الكفيلة بتحقيق الأمن والسلم الأهلي ، وتطبيع الأوضاع العسكرية والأمنية, وإعادة إعمار البنية التحتية المدمرة, وإعادة بناء مؤسسة الجيش والأمن على أسس مهنية ووطنية وفقا لمخرجات مؤتمر الحوار الوطني .

2)عودة كل الأطراف السياسية والقوى الاجتماعية الى العملية السياسية وطاولة الحوار الوطني – الطريق الوحيد الآمن – لمعالجة الأزمة الوطنية المتفاقمة، والشروع باستئناف عملية الحوار المسؤول, الجاد والمتكافئ, في المكان الملائم والمحايد المتوافق عليه, وبحضور جميع الأطراف السياسية والمكونات الاجتماعية المشاركة في الحوار وتلك التي لم تشارك في الحوارات السابقة وعلى وجه الخصوص فصائل وأطراف الحراك الفاعلة في الجنوب بممثلين كاملي المشروعية القانونية في تمثيل مكوناتهم ومفوضين باتخاذ القرار عنها, وبإشراف أممي, إيذانا بعودة الجميع للعملية السياسية، بمرجعياتها التوافقية، ممثلة بالمبادرة الخليجية وآليتها التنفيذية, ومخرجات الحوار الوطني, واتفاق السلم والشراكة الوطنية, وقرارات المجتمع الدولي ذات الصلة ، تفضي إلى تسوية سياسية وطنية مستديمة ومتوازنة , تجسد شراكة جميع الاطراف السياسية والمكونات الاجتماعية في عملية التسوية ، تلتزم بموجبها كل الأطراف بإنجاز جميع الالتزامات والمتطلبات الضرورية لتجاوز مظاهر الأزمة الراهنة والعودة إلى العملية السياسية وفقا لمضامين ومسارات هذه التسوية .

عناصر المبادرة:

1.الايقاف الفوري للحرب على الجنوب وسحب القوات العسكرية والأمنية والمليشيات واللجان الشعبية المسلحة فورا من عدن ومختلف مناطق الصراع والاقتتال, والافراج الفوري عن المعتقلين والمحتجزين والمخفيين قسرا ، والايقاف الفوري للضربات الجوية والعمليات العسكرية لـ (عاصفة الحزم), والشروع فورا بمعالجة تداعياتها وتبعاتها وضحاياها ، وفي مقدمة ذلك تسهيل وصول الاعانات الاغاثية والمساعدات الانسانية والطبية العاجلة الى مختلف الضحايا والجرحى والمنكوبين، واعادة إعمار المناطق المتضررة بالحرب و العمليات العسكرية.

2.الشروع فورا بإجراءات سحب وتسليم الأسلحة والمعدات العسكرية للدولة من  المليشيات واللجان الشعبية المسلحة, واستكمال انسحابها من المؤسسات والأجهزة الحكومية والمواقع العامة والخاصة في كل محافظات الجمهورية وفي مقدمة ذلك صنعاء وعدن, ومباشرة تطبيع الأوضاع السياسية والعسكرية والأمنية والإدارية المأزومة في العاصمة صنعاء وغيرها من المدن اليمنية ، وإلغاء كل الاجراءات العسكرية والأمنية والادارية الانفرادية المتخذة منذ مطلع العام 2015م.

3.عودة حكومة الكفاءات المستقيلة لممارسة مهامها وصلاحياتها خلال المرحلة الانتقالية, أو لتصريف الأعمال حتى تشكيل حكومة كفاءات وشراكة وطنية جديدة.

4.إصلاح مؤسسة الرئاسة بما يعزز من الشراكة الوطنية الواسعة ، ويفعل دورها في النهوض بمهام المرحلة الانتقالية ، وتنفيذ مخرجات الحوار الوطني الشامل بنجاح .

5.التوافق على ترتيبات وتدابير سياسية وأمنية صارمة – خلال الفترة الانتقالية – وبإشراف ورعاية اقليمية وأممية ، لضمان :

أ‌.تشكيل نواة للمؤسسة العسكرية والأمنية من الضباط الوطنيين غير الملوثين بالفساد أو المتورطين في الحروب الداخلية الراهنة، تتولى المهام والتدابير العسكرية والأمنية العاجلة الكفيلة بتحقيق الأمن والسلم الأهليين خلال الفترة الانتقالية.

ب‌.تنهض الحكومة بإجراءات إعادة بناء مؤسستي الجيش والأمن على أسس وطنية ومهنية حديثة ، تمكنها من الاضطلاع بجدارة وفاعلية بمهامها الوطنية العسكرية والأمنية ، و القدرة على حماية العملية السياسية التوافقية ، ومؤسسات الدولة المدنية والديمقراطية ، وصيانة الحقوق والحريات العامة ، وضمان حماية المصالح المشروعة لجميع اليمنيين دون استثناء .

ت‌.الحيلولة دون نزوع أي من الأطراف السياسية أو الاجتماعية إلى اتخاذ إجراءات انفرادية فيما يتعلق  بالشأن الوطني العام - خارج التوافق والشراكة الوطنية - خلال المرحلة الانتقالية .

ث‌.منع أية محاولة للجوء أي من الأطراف السياسية أو الاجتماعية إلى استخدام القوة لتحقيق أهداف سياسية خاصة.

ج‌.اعتماد استراتيجية وطنية شاملة تقودها الدولة في اطار شراكة وطنية –سياسية واجتماعية واسعة لمحاربة الارهاب ،وتجفيف منابعه، والبيئة الحاضنة له .

ح‌.انتهاج سياسة خارجية متوازنة ومتكافئة مع دول المحيط الاقليمي ، تجسد المصالح الحيوية المشتركة ، وترتقي بالعلاقات الثنائية المتبادلة ، بما يخدم المصالح المشروعة لبلدان وشعوب المنطقة .

6.استئناف العملية السياسية الفاعلة من حيث انتهت اليه قبل يناير 2015م , والعمل في سياق آلية تنفيذية فاعلة ومزمنة لاستكمال مهام المرحلة الانتقالية خلال فترة زمنية انتقالية قياسية لا تتجاوز في حدها الأقصى العامين ، على إنجاز ما يلي :-

أ‌.إخراج القيادات العسكرية والأمنية والسياسية المتورطة في إجهاض العملية السياسية ، وإشعال الحرب على مدن الجنوب وغيرها من محافظات الجمهورية ، من المشاركة في العملية السياسية القادمة, ورفع الحصانة عنهم, واتخاذ إجراءات عقابية صارمة بحقهم.

ب‌.البدء بالتنفيذ الفوري لمخرجات الحوار الوطني, واتفاق السلم والشراكة الوطنية, وملحقها الأمني, بما في ذلك البند الخاص بإعادة النظر بموضوع (الأقاليم) ، واستكمال تنفيذ مهام النقل السلمي للسلطة وفقا للمبادرة الخليجية وآليتها التنفيذية .

ت‌.إعادة تصحيح وضع الهيئات الضامنة لتنفيذ مخرجات الحوار الوطني , (( مؤسسة الرئاسة ، الحكومة ، مجلس الشورى- بعد إعادة ترتيب وضعه ، والهيئة الوطنية للمتابعة والإشراف على مخرجات الحوار ))، وتفعيل أدائها للقيام بمهامها المزمنة والمحددة لها وفقا لورقة الضمانات في مخرجات الحوار ، ومبدأي التوافق والشراكة الوطنية .

ث‌.الشروع بمناقشة وتصويب مسودة مشروع الدستور الاتحادي وفقا لمخرجات الحوار الوطني في إطار الهيئة الوطنية للمتابعة والإشراف على مخرجات الحوار بعد تصويب وضعها وفقا لما حدد لها في مخرجات الحوار الوطني الشامل ، واتفاق السلم والشراكة الوطنية ، وإنزاله للمناقشة والاستفتاء الشعبي عليه .

ج‌.تهيئة البيئة القانونية والأمنية الملائمة ، لا جراء انتخابات برلمانية ورئاسية حرة ونزيهة ، في سياق عملية بناء أسس الدولة المدنية الاتحادية الجديدة ، ووفقا لمضامين الدستور الجديد المستفتي عليه.

ح‌.الشروع في تنفيذ استراتيجية وطنية شاملة – تشارك فيها كافة الأطراف والطاقات الوطنية –  لوقف حالة التردي الاقتصادي ومكافحة الفساد والتهريب والتهرب الضريبي والجمركي ، واستعادة الأموال المنهوبة ، والتصدي لأعمال العنف والتخريب والحروب الأهلية .

7.الشروع فورا بمعالجة القضية الجنوبية ، وفقا لآلية تنفيذية مزمنة , وبإجراءات عملية ملموسة ، تترجم مخرجات الحوار الوطني, ومضامين وثيقة الحل العادل للقضية الجنوبية, والنقاط ذات العلاقة المنبثقة عن مؤتمر الحوار الوطني, في سياق الدولة المدنية الاتحادية والديموقراطية ، وبما يجسد الخيارات السياسية المشروعة لإرادة الشعب في الجنوب .

8.تلتزم كل الأطراف السياسية والمكونات الاجتماعية المنخرطة في هذه التسوية - بحضور وإشراف ممثلي المجتمع الدولي والأمم المتحدة ومجلس التعاون الخليجي والجامعة العربية بتنفيذ بنود ومضامين هذه التسوية ، والتوافقات والاتفاقيات السياسية السابقة ، بما في ذلك المهام ذات العلاقة بتهيئة البيئة الملائمة لعملية التنفيذ ، ودعوة المجتمع الاقليمي والدولي للوفاء بالتزاماته تجاه التسوية اليمنية ، وضمانات تنفيذها بصورة أكثر فاعلية ، تحول دون  الالتفاف عليها أو إعاقة تنفيذها ، ودعم كل الجهود الرامية لإنجاحها . ويلتزم الجميع بالموقف المشترك الرافض لكل الممارسات اللامسوؤلة ، وأعمال العرقلة والاعاقة المتعمدة لعملية التسوية السياسية من أي طرف كان ، أفرادا كانوا أم كيانات ، مع تحديد آليات عقابية صارمة ، كفيلة بكشف المعرقلين ، ومعاقبتهم ، وفضحهم أمام الشعب اليمني والمجتمع الاقليمي والدولي ، وتحميلهم كامل المسؤولية القانونية والأخلاقية عن تلك الممارسات التي لا ينبغي أن تمر دون مساءلة .

    وأخيرا .. يدعو الحزب الاشتراكي اليمني بصدق وإخلاص كل الأطراف السياسية والقوى الاجتماعية والوطنية الى النهوض بمسؤوليتها الوطنية في هذه اللحظة التاريخية الفارقة في حياة شعبنا ووطننا ، والتفاعل الايجابي مع مشروع هذه التسوية السياسية ، الهادفة إلى الإيقاف الفوري للحرب والقتل والدمار والدماء الذي تشهده بلادنا ، والعودة بإخلاص وحسن نية إلى المسار السياسي لإيجاد معالجات وطنية شاملة لمظاهر الأزمة الراهنة ، التي لن تجد طريقها الى الحل العادل والدائم الا على طاولة الحوار ، واستعادة العملية السياسية الفاعلة، وضمان التنفيذ الفعلي لمخرجات مؤتمر الحوار الوطني الشامل وكل الاتفاقيات والتوافقات الوطنية ذات الصلة.

نص المبادرة باللغة الانجليزية

In the name of God, Most Gracious, Most Merciful

Initiative  of Yemen Socialist Party (YSP( to remedy the

current crisis and to restore the political process

Sensing by YSP of its national responsibility toward the catastrophic risks gazing the present and future of the people and the home country, comes this political conciliation bill within the context of the ongoing national dialogues today, in order to remedy the manifestations of the emerging and worsening crisis in its destructively violent contexts (the internal and external), and to turn away the catastrophic risks threatened thereby, in accordance with the following objectives:

Objectives:

1-    Immediate cessation of the war on the south, withdrawal of the military and security forces, militias and the armed folk committees immediately from the south and the different areas of conflict and fighting, the immediate cessation of the air strikes and military operations of the   Storm of  Resolve  “Al-Hazm Storm” and  remedy of the fallouts and victims thereof and normalization of the military and security situations in the country.

2-    Going back to the national dialogue which with the aim of  a sustainable political settlement that restores confidence in the political consensual   legitimacy of partnership in the instruments of the authority concerned with the implementation of the tasks of the transitional phase in accordance with the Gulf Initiative and the executive mechanisms thereof,  the outcomes of the National Dialogue, Peace and National Partnership Agreement and the relevant resolutions of the international community.

3-    Preventing the collapse of the State and transformation of Yemen into a yard of disorder, rupture, terrorism, civil wars, or a scene for clearing regional and international accounts.

4-    Preventing the dissociation of Yemen community and the skidding thereof into social conflicts and splits on sectarian, territorial or regional bases.

5-    To secure not to go back to the corruption and tyranny system once again.

6-    Working on a serious and urgent basis on preventing economic collapse, avoiding regional and international isolation and the  reconstruction of bilateral and collective balanced relations and ties with others, so that Yemen becomes a positively effective part in its regional and international surroundings

Mechanisms:

1-    Under supervision by representatives of the international community (United Nations  and UN Security Council), and the regional community (Gulf Cooperation Council “GCC” and Arab League), a joint (  Arab /Yemeni)  security military committee made up of Arab countries and neutral national figures shall assume supervising over the actual implementation of  the cessation of war and military operations, procedures of withdrawing weapons/arms from the armed militias and folk committees, taking all actions to achieve civil security and peace, normalization of the military and security situations, reconstruction of the destroyed infrastructures and re-building the army and security organization on professional and national bases in accordance with the National Dialogue Conference’s outcomes.

2-    All the political parties and social forces shall come back to the political process and the national dialogue table – the only safe way –in order to remedy the worsening national crisis, initiate the resumption of the responsible, serious and equipollent dialogue, at such suitable, neutral and mutually agreed upon place, and with the presence of all the political parties and social  components engaged in the dialogue and those who did not participated in the previous dialogues and in particular the factions and parties of Al-Hirak (Southern Mobility Movement “SMM”) who are effective in the south – with representatives having full legal legitimacy in representing their own components and duly authorized to take decisions on behalf thereof, and with UN supervision, in token of that all have come back to the political process, with its consensual references represented in the Gulf Initiative and the executive mechanisms thereof,  the outcomes of the National Dialogue, Peace and National Partnership Agreement and the relevant resolutions of the international community, to reach a political, national, sustainable and balanced settlement embodies the engagement of all the political parties and the  social components in the settlement process under which all the parties shall commit to perform all the obligations and requirements necessary to overcome the manifestations of the current crisis and going back the political process in accordance with the purports and paths of this settlement.

Elements  of the initiative    

1-    Immediate cessation of the war on the south, withdrawal of the military and security forces, militias and the armed folk committees immediately from Aden and the different areas of conflict and fighting, the immediate release of the forcibly arrested, detained and hidden,  the immediate cessation of the air strikes and military operations of  the   Storm of  Resolve  “Al-Hazm Storm” and immediately initiating the  remedy of the fallouts and victims thereof, on top of which is facilitating the arrival of  the urgent relief aids and humanitarian and medical assistances to the different victims, injured and afflicted and reconstruction of the war and military operations affected areas.

2-    Immediately commencing the procedures of withdrawal of and handing over of weapons and military equipments to the State  from the armed militias and folk committees, and finalization of the withdrawal thereof from the governmental organizations and instruments and the public  and private locations from all the governorates of the Republic on top of which are Sana’a and Aden, and initiating the normalization of the  strained political, military, security and administrative situations in the capital Sana’a and other Yemeni cities, and cancelation of all the military, security and administrative actions individually taken since early 2015.

3-    The resigned government of capabilities to resume the exercise of its tasks and powers during the transitional period, or to handle the works until a new national government of capabilities is formed.

4-    Reparation of the presidential organization in a manner that enhances a wide national partnership and activates its role in uplifting the missions of the transitional phase and successfully implementing the outcomes of the comprehensive national dialogue.

5-    Mutually agreeing upon strict political and security arrangements and measures – during the transitional period – under regional and UN supervision and sponsorship  to ensure:     

a-     Formation of  a core for the military and security organization from national officers who are neither  engaged  in corruption  nor involved in the current civil wars, in order  to assume the  urgent military and security tasks and measures/arrangements which would realize civil security and peace during the transitional period.

b-    The government to upgrade the procedures of re-building the army and security organizations on national and professional bases to enable them to efficiently and effectively assume their national military and security tasks  and to protect the consensual political process and State’s civil and democratic institutions, maintain rights and general freedoms and ensures the protection of lawful rights of all the Yemenis without exception.

c-     Preventing any of the political parties from tending to taking unilateral actions in respect of the general national affairs -  outside the concord  and national partnership – during the transitional period.

d-    Preventing any attempt by any of the political and social parties to resort to the use of force to achieve special political goals.

e-     Adoption of  a comprehensive national strategy to be guided by the State under a wide national, political and social strategy to combat terrorism and to deplete/dry  the sources and environment thereof.

f-      Adoption of a balanced equipollent external policy with the countries of the regional surrounding to embody the mutual vital interests and that upgrades the reciprocal bilateral relations in a manner that serves the lawful interests of the countries and peoples of the area.

6-    Resumption of the effective political process from where it had ended before January 2015 and working within the context of an effective and timed executive mechanism to finalize the tasks of the transitional phase within a standard time period not exceeding  two years at maximum, in order to achieve the following :

A-  Removal of the military, security and political leaderships involved in the termination of the political process and  the ignition of war on the South’s cities and the others in the rest of the Republic’s governorates from the forthcoming political process, lifting their immunity and taking strict punitive actions against them.       

B-   Commencement of the immediate implementation of the outcomes of the National Dialogue and the Peace & National Partnership Agreement and the security appendix thereto, including the clause in respect of the re-consideration of the  (the regions) issue and finalizing the implementation of the tasks of the  peaceful transfer of power/authority in accordance with the Gulf Initiative and the executive mechanism thereof.

C-   Re-correction of the position of the authorities guaranteeing the implementation of the National Dialogue outcomes ((the Presidential institution, Government  and Consultative Council after the situation thereof is re-arranged , the National Authority for  Follow-up and Supervision of Dialogue Outcomes)) and activation of the performance thereof so as to assume its timed tasks which are identified for it in accordance with the guarantees paper in  the dialogue outcomes and the two principles of Consonance/Concord  and National Partnership. 

D-  Starting the discussion and correction of the draft federal constitution bill in accordance with the National Dialogue’s outcomes within the framework of the National Authority for  Follow-up and Supervision of Dialogue Outcomes the position/status thereof is corrected pursuant what is provided for in the Comprehensive National Dialogue Outcomes and the Peace and National Partnership Agreement and taking down the  same for discussion and popular referendum thereon.        

E-   Arranging the suitable legal and security environment to hold free and fair parliamentary and presidential elections within the context of a process of building the bases of the new civilian federal State in accordance with the contents of the new polled constitution.

F-    Starting the implementation of a comprehensive national strategy – in which all the national parties and energies shall be engaged – in order to stop the state of the economic deterioration, to combat corruption, smuggling and tax and customs duty evasion, to recover the looted money/funds, and to address the acts of violence and sabotage  and civil wars and to deplete/dry the sources thereof.      

7-    Immediately commencing the remedy of the Southern issue in accordance with a timed mechanism , and with tangible practical procedures to translate the National Dialogue outcomes and the contents of the document of the fair solution document of the Southern issue  and the relevant points deriving from the National Dialogue Conference, within the context of the civilian federal democratic State, and in a manner that would materialize the lawful political options of the people’s will in the South.

8-    All the political parties and the social components engaged in  this settlement in the presence of and under supervision by the representatives of United Nations, Gulf Cooperation Council and  Arab League and shall obligate themselves to implement the clauses/provisions  and contents/purports of this reconciliation and the previous political concords and agreements, including the duties relevant to arranging the suitable environment for the implementation process and to invite  the regional community and the international community to fulfill their respective obligations towards Yemen reconciliation/settlement and the warranties of the implementation thereof in a more effective manner that prevents circumvention thereabout or hindering the implementation thereof, and to support all the efforts intending to make it work/successful, and all the parties shall comply with the mutual position rejecting all irresponsible practices and acts of willful hindrance and obstruction to the political settlement process by any party whosoever, whether individuals or entities, with identifying strict punitive mechanisms capable of detecting  the obstructers and the punishment  and exposure of such obstructers before the people of Yemen and the regional and the international community, and to charge them with the full legal and ethical liability for such practices which should not pass unquestioned.

Finally , YSP sincerely and faithfully calls on all the political parties and social and national forces to shoulder their national responsibility in this critical historical moment in the life of our people and homeland and to positively interact with this political settlement bill which is targeting the immediate cessation of the war, killing , destruction and blood shedding being witnessed by our country, and to sincerely and faithfully go back to the political path in order to bring about comprehensive national remedies to the manifestations of the current political crisis and may not find its way to the fair and permanent solution unless  through the table of dialogue and restoration of the effective political process and securing the actual implementation of the outcomes of the comprehensive national dialogue and  all the relevant national agreements and concords.
